About Frances Cullen

Frances E. Cullen obtained her B.A. from the University of Rochester. She has been in private practice for more than 25 years, focusing on the representation of licensed professionals. Frances has broad knowledge of medical, dental, and pharmaceutical practices, including appropriate scope of practice and billing issues. She has represented hundreds of professionals during her career with administrative, civil and criminal issues. In working to ensure the fair treatment of professionals and encourage treatment for those suffering from drug and alcohol issues, Fran was one of the founding members of the committee that implemented the Georgia Physician Health Program (GA PHP) in 2012, now funded by the State of Georgia. She remains active in keeping abreast of the changing mores of substance abuse treatment and licensing board oversight of impaired professionals.
